Located in the central-eastern part of Constanta County, it is bordered to the south by Siutghiol Lake, in the south-west by Ovidiu (5 km), in the west Mihail Kogălniceanu commune and in the north-east by Năvodari city.

Lumina village is located in a flat area, a side valley of the Cogealia Valley. In the west, the plateau reaches an elevation of + 40 m, and in the east only + 25 m. In the south the valley, there is a water storage area. Cogealia Valley has a catchment of approx. 1900 ha with low relief energy (maximum slope of 3%). The heavy flooding occurs mainly in the lower part of the village. Sibioara village is located mostly on the northern side of the valley and of Taşaul lake, at a height of 35 m. In the east of the village there is Lake Taşaul with a high cliff of 10 m. The Oituz village is situated on an almost flat land, with a slight slope from north to south. Tangent, in the eastern part is Ciobănoaiei Valley. Because of local configurations swamps occur in the south of the village. Lumina commune’s territory is located in Central Dobrogea Plateau (Plateau Casimcea), which is profiling between the Camena-Peceneaga fault and Capidava-Ovidiu fault.

The village has developed especially in view of economic activities, the largest share the German community has as main occupation the agriculture. The old name of Cogealia comes from the head of Tartar tribe, Cogea-Ali (Ali Big Horse). The name was preserved since its establishment, until 1929 when he was named Valea Neagră (Black Valley), until 1965 when it was named Lumina. From 1968 until 1989, the village belonged to Ovidiu commune, but after separation Lumina commune united also Oituz and Sibioara villages. Specific activities are agriculture and sheepherding.

Among the tourist sites, there are Siutghiol Lake, Lumina lake (with fresh water), the granite menhir (a megalithic monument) from the fifth century BC.

Local events include the Days of Lumina commune and the “Charm of Music” National Festival.
