Geographical location: Topalu is a commune located in Constanta County, encompassing two villages: Topalu, as seat of the commune, and Capidava, a village situated 7 km far from Topalu.
The nearest city is Harsova (20 km far from it). The County seat, the Muncipality of Constanta, is 80 km far from Topalu. Topalu village is a Romanian village, established by the Romanian emigrants, refugees from Bugeac or Transilvania Plateau.

Tourist objectives:
- Capidava – In a serene bay on the commune territory, there are the ruins of the Capidava Fortress. The Fortress was established during the time of Emperor Trajan, at the beginning of the IInd century after Christ. The Roman Defence Works are built on a limestone heel exactly over the round bay where the actual village has been formed. Even today here can be seen the massive and monumental ruins of the fortress. The Roman camp walls have been built of small size cube cut stone. We may suppose that, as the other Roman camps, Capidava was having a rectangular plan too, with four gates and interior towers.
- “Dinu and Sevasta Vintila” Art Museum in Topalu was established in 1961, in the former house of the donor’s parents, Dr. Vintila D. Gheorghe. The Museum owns in its heritage 228 painting, sculpture and graphic works made by the great graphical artists of the XX Century.
- The Topalu New Jurassic Reef. The Palaeontological Reservation is located at West from the Atarnati Forest, at East from the villages of Tichilesti and Topalu, on the bank of Veriga stream, a small branch of the Danube. The Neo Jurassic reef in Topalu, located in the Northern side of the village with the same name, shows the clearest section of a choral nature formation dated on the Upper Jurassic (the Neo Jurassic) on the Romania territory and arouses the interest of many experts both Romanian and from abroad. A great scientific interest shows the diatomic origin structures (the Stromatolites), unique in Europe as frequency, variety and dimensions.
- Local events: during the 8-10 of October the “Dan Moisescu” Festival of Popular Craft and Music.
