The commune consists of Cumpăna and Straja villages, about 5 km from the city of Constanta. Recently, the city has received the indicator as European village. The construction of Danube-Black Sea Channel, determined the dismantling of Straja village from the western part of the commune, and the population was moved into Cumpăna commune, in the blocks built for this purpose. The relief comes in the form of a tabular plateau - Topraisar Plateau which includes the eastern and southern parts of Constanta county which is favorable, during the wettest years, for cultivating cereals and vegetables. The uncovering of the "sundial", in the form of a bull head with horns drawn between the divisions to time, in 1960, is attesting the existence of the commune from the third century AD. It was officially recognized in 1870 under the name of Hasi-dülüc, and in 1929 it received the name of Cumpăna. The sundial is a very rare example of this king of object, as it demonstrates the scientific progress recorded in that time, because outside of the designated time and day until the summer solstice, the equinoxes of spring and autumn and was calculated for the latitude of 44 degrees and seven minutes.

Discovering this important evidence comes to reinforce the evidences regarding "the roman city", located at a crossroads of trade, as this quadrant couldn`t have been placed in a less important settlement. This and many other objects, fragments of ceramic vessels of different sizes, lamps and Byzantine capitals are all preserved in the Museum of History and Archaeology from Constanta. The Ottoman rule is established in Dobrogea in the XV – th century. After the War of Independence (1877) the Turkish authorities withdrew along with a part of the Turks living in the village. After 1880, more and more Romanian shepherds arrived in the area, which once crossed the Danube with their sheep, paying tribute to the Turks. Over time, shepherds from Sibiu, coming here with their flocks settled in parts. Much of the land was state`s property in the past when it was colonized with Romanian peasants from Transylvania, Oltenia and Wallachia and Moldavia.

Tourist attractions include the Roman sundials; the Muslim Mosque; Danube-Black Sea Channel. Local events include " Porni Luceafărul ", "Harvest Day", "Kurbam Bairam" feast of Turkish-Tatar ethnicity; the National Festival of Pop Music for children "Sea Dolphin".
